Diane Truman recently retired from her
position as Navy Labor Advisor in the Office of the
Assistant Secretary of the Navy (Research,
Development and Acquisition). As Navy Labor
Advisor, Ms. Truman’s responsibilities included
developing, implementing, and revising Department of
the Navy policies on matters involving contractor
industrial labor relations and contract labor
standards. She provided support to Navy and
Marine Corps commands, installations, and
subordinate activities and represented the
Department in such matters with federal agencies,
contractor associations, and organized labor.
Ms. Truman received her Bachelor of Science
degree in accounting from
Florida
State
University
in 1964. In 1966, she joined the U. S.
Department of Labor’s Wage and Hour Division as a
field investigator in Columbus,
Georgia. In
1969, Ms. Truman transferred to the Wage and Hour
field station in
Brevard County,
Florida, where a large part
of her labor law enforcement responsibilities
involved the aerospace and defense industries.
In 1985, Ms. Truman moved to the Department of
Labor’s Office of Labor-Management Standards,
Tampa, Florida, to conduct civil and criminal
investigations of labor union financial and internal
political activities.
In 1988, Ms. Truman accepted the position
of Air Force Labor Advisor, Northeast Region, at
Wright-Patterson Air Force Base,
Ohio. The region
covered 22 states and Air Force interests in Europe
and the Middle East.
She worked for the Air Force until 1993 when she was
offered the position of Command Labor Advisor for
Naval Facilities Engineering Command (NAVFAC).
She served with NAVFAC until 2001 when she was
selected to be the Navy Labor Advisor. Ms.
Truman served on the Defense Acquisition Regulation
Council’s ad hoc Labor Subcommittee from 1993 until
her retirement, drafting numerous federal contract
labor regulations. In 2003, Ms. Truman served
with the WDOL.gov Task Force and was instrumental in
designing and implementing the new website.
Ms. Truman has provided support to both Air Force
and Navy contracting officers and counsel on various
claims and hearings involving contract labor
standards.
Since her retirement, Ms. Truman has
provided advice and guidance to numerous
organizations, agencies, and contractors on contract
labor standards issues.
